Admiral Henry Chiles Jr., a retired Commander in Chief of the United States Strategic Command gives a lecture on arms control. He postulates what the START II treaty will entail and discusses the role of NATO expansion in nuclear reduction. Adm. Chiles continues by explaining the power of the Russian arsenal and what he sees as the appropriate way to deal with reductions. During the questioning session he addresses the issues of proliferation, France and Britain?s role in arms reduction, and American military personnel loss.
