Just as Thomas P. ?Tip? O?Neill famously said that ?All politics is local,? Barry G. Rabe argues that while many environmental problems are multijurisdictional in their origin and impact, their solution lies in locally targeted actions. Rabe, professor of environmental policy in the School of Natural Resources and Environment and professor of public policy in the Gerald R. Ford School of Public Policy at the University of Michigan, will sign copies of his latest book, Statehouse and Greenhouse: The Emerging Politics of American Climate Policy (Brookings Institution, 2004) following his Forum.When
