Howard Hart was an officer in the CIA's Directorate of Operations, the Agency's clandestine service, for over 25 years. In Ghost Wars: The Secret History of the CIA, Afghanistan, and Bin Laden, From the Soviet Invasion to September 10, 2001, Steve Coll reports that as head of station in Islamabad during the Afghan resistance to the Soviet invasion, Hart acted "as a quartermaster for the Afghan mujahedin. He ordered guns from CIA headquarters, helped oversee secret training programs for the mujahedin in Pakistani camps, and evaluated weapons to see which ones worked for the rebels and which did not." Hart will present a frank and critical exploration of the CIA's ability to collect human intelligence and successfully mount espionage operations.
