Richard Falkenrath is director of Policy and Plans in the Office of Homeland Security. He is an assistant professor of Public Policy at the John F. Kennedy School of Government at Harvard University. He served as executive director of the Belfer Center for Science and International Affairs. He is the author and co-author of America?s Achilles? Heel: Nuclear, Biological, Chemical Terrorism and Covert Attack; Avoiding Nuclear Anarchy; and Shaping Europe?s Military Order.
