Has federalism helped or hindered the U.S. response to COVID-19? What is COVID-19 revealing about federalism and effective democracy? Join Rich Schragger (UVA Law), Sheila Foster (Georgetown Law), and Charles Hartgrove (Weldon Cooper Center, Virginia Institute of Government) to discuss the government's response to the pandemic, the constitutional and legal issues that have arisen as a result of the COVID-19 crisis, and the relationship between local, state, and federal actors during a national and global crisis. Miller Center Director and CEO Bill Antholis will moderate.

Sheila Foster

Sheila Foster

Sheila Foster is the Scott K. Ginsburg Professor of Urban Law and Policy at Georgetown Law and professor of public policy at Georgetown's McCourt School. Foster writes in the areas of environmental law and justice, urban land use law and policy, and state and local government. Her most recent work explores questions of urban law and governance through the lens of the “commons,” exemplified by her article "The City as a Commons" (Yale Law and Policy Review, 2016) and forthcoming MIT Press Book, The Co-City.

Prior to joining Georgetown, she was a University Professor and the Albert A. Walsh Professor of Real Estate, Land Use, and Property Law at Fordham University. She also co-directed the Fordham Urban Law Center and was a founder of the Fordham University Urban Consortium. She served as associate dean and then vice dean at Fordham Law School from 2008–2014. Prior to joining Fordham, she was a professor of law at the Rutgers University in Camden, New Jersey.

 

Charles Hartgrove

Charles Hartgrove

Charles Hartgrove is the associate director of the Virginia Institute of Government at the University of Virginia’s Weldon Cooper Center for Public Service. Prior to joining the Cooper Center staff, he most recently served as the chief deputy commissioner of the Virginia Department of Taxation. He served as the agency’s chief administrative officer and was responsible for the organization’s strategic plan. He led special projects and served on several committees for the secretary of finance and the governor’s office regarding the gig economy, worker misclassification, and local government issues. Hartgrove worked as a senior executive for Virginia local governments for more than 20 years. He served as the deputy city manager of Lynchburg and as the town manager of Ashland, Middleburg, and Gate City.

Richard Schragger

Richard Schragger

Richard Schragger is a Miller Center faculty senior fellow and the Perre Bowen Professor at the University of Virginia School of Law. His scholarship focuses on the intersection of constitutional law and local government law, federalism, urban policy, and the constitutional and economic status of cities. He also writes about law and religion. He has authored articles on the Establishment and Free Exercise clauses, the role of cities in a federal system, local recognition of same-sex marriage, takings law and economic development, and the history of the anti-chain store movement.

William Antholis, director of the Miller Center

William Antholis (moderator)

William Antholis serves as director and CEO of the Miller Center. Immediately prior, he was managing director at The Brookings Institution, and from 1995 to 1999 he served in government. At the White House, he was director of international economic affairs on the staff of the National Security Council and National Economic Council, where he served as the chief staff person for the G8 Summits in 1997 and 1998. Antholis is the author of Inside Out India and China: Local Politics Go Globaland, with Strobe Talbot, Fast Forward: Ethics and Politics in the Age of Global Warming.
