'Ukraine: The Human Price of War'

At the one-year mark of Russia’s deadly war in Ukraine, the Miller Center partners with the Center for Strategic and International Studies (CSIS) and the Virginia Film Festival for a screening of Ukraine: The Human Price of War, a series of short documentary films about the war. A panel including humanitarian and military experts from CSIS, a leader from the United States Agency for International Development, and a public health expert joining live from Ukraine together discuss the human consequences of the war for Ukrainians, the direction the conflict is heading, and the prospects for diplomacy moving forward.

Sarah Charles was appointed by President Joe Biden as the assistant to the administrator of the United States Agency for International Development (USAID), where she heads the Bureau for Humanitarian Assistance (BHA). Prior to BHA, Charles was the senior director for policy and advocacy for the International Rescue Committee. She held leadership roles at USAID from 2009 to 2013 and was a member of the National Security Council from 2013 to 2017, first as the director for humanitarian affairs—leading worldwide assistance for emergencies in Syria, Iraq, South Sudan, and elsewhere—and then as the director and acting senior director for strategic planning—coordinating the Obama White House's response to the global refugee and migration crisis. Charles holds a BA from Dartmouth College and an MPA from Princeton University.

Tetiana Deshko, a public health expert in Ukraine, is the director of international programs for the Alliance for Public Health, Ukraine. She has worked extensively on the issue of HIV/AIDS since 2001, leading the development of field programs to implement a national HIV/AIDS strategy. Her initiatives have resulted in the decline in new infections in the country. Ukraine's approach is considered a regional model for Eastern Europe and Central Asia and is internationally recognized as a guide to best response practices for concentrated HIV epidemics. Deshko manages international and multi-county projects in Eastern Europe, Asia, and East Africa. She holds an MBA degree and a PhD in social sciences.

Seth Jones

Seth G. Jones is senior vice president, Harold Brown Chair, director of the International Security Program, and director of the Transnational Threats Project at the Center for Strategic and International Studies (CSIS). He teaches at Johns Hopkins University’s School of Advanced International Studies and the Center for Homeland Defense and Security at the U.S. Naval Postgraduate School. Prior to joining CSIS, Jones was the director of the International Security and Defense Policy Center at the RAND Corporation and held earlier roles supporting the U.S. Special Operations Command in Afghanistan. His most recent book is Three Dangerous Men: Russia, China, Iran, and the Rise of Irregular Warfare (W.W. Norton, 2021). He is a graduate of Bowdoin College and holds MA and PhD degrees from the University of Chicago.

Justin Kenny is an Emmy and Peabody award–winning journalist and the co-director of Ukraine: The Human Price of War. In 2015, Kenny launched Small Footprint Films, a news and documentary production company focusing on international issues. He previously worked as the foreign affairs and defense editor/senior producer for the PBS NewsHour (2012–15) and as a producer and North America editor for Reuters Television (1998–2012). Kenny has collaborated on many projects with the CSIS Global Health Policy Center and its director J. Stephen Morrision, including The New Barbarism (an award-winning feature documentary on the underreported phenomenon of attacks on humanitarians and medical workers in war), The Pandemic Paradox (a docuseries on HIV/AIDS) and The Gathering Health Storm in North Korea (a short documentary).

J. Stephen Morrison, the Miller Center’s James R. Schlesinger Distinguished Professor, is a senior vice president at the Center for Strategic and International Studies (CSIS) in Washington D.C. He founded and directs CSIS’s Global Health Policy Center, which concentrates on the geopolitical and national security dimensions of U.S. leadership in international health, with an emphasis on bipartisanship and multilateral institutions, partnerships with private industry, foundations, advocates, and the faith community. Morrison has spearheaded work that shapesdecisions in Congress and the administration on HIV/AIDS, malaria, tuberculosis, reproductive health, gender equity, immunizations, and health security, including pandemic preparedness, acceleration of technological innovations, and coping with anti-science and a polluted digital world.

William J. Antholis has served as director and CEO of UVA's Miller Center of Public Affairs since January 2015. In that time, the Miller Center has strengthened its position as the leading nonpartisan research institution on the American presidency and worked with scholars across the University of Virginia to deliver vital research to policymakers and the public. Before coming to the Miller Center, Antholis served as managing director at the Brookings Institution from 2004 to 2014, working directly with Brookings's president and vice presidents. Antholis is the author of Inside Out India and China: Local Politics Go Global (2013) and co-author (with Strobe Talbott) of Fast Forward: Ethics and Politics in the Age of Global Warming (2010). He has published articles, book chapters, and opinion pieces on U.S. politics, U.S. foreign policy, international organizations, the G8, climate change, and trade.
