Paul Charles Milazzo, an assistant professor of history at Ohio University, where he teaches environmental history of the United States, earned his doctorate at the University of Virginia and was a Miller Center Fellow. In his book, Unlikely Environmentalists: Congress and Clean Water, 1945-1972, Milazzo shows that a much more diverse set of people and interests than has generally been supposed has shaped environmental politics. This includes Senator Robert Kerr of Oklahoma, who embraced pollution control to deflect criticism of the public works project.
